Usury what exactly is it?
You can find a certain sort of fundamentalist who will argue that it is lending money at any rate of interest.
Most have accepted that the prohibition is against unreasonable rates for lending. For instance, writing a note that will never be repaid. In our context, think stuff like payday loan places and Joe Bob's buy here-pay here used cars. Or, for those who are really desperate, those Indian reservation companies with the TV commercials that warn you, "it's not cheap. . ." that will lend you money over the phone.
