I voted 'Maybe' because of the way the question is worded.

"Should any church office, like priest or Bishop etc. be open to anyone", to which my answer would have been 'No'.

All such positions of responsibility are rightly subject to selection processes, and the church's requirement for the candidate to achieve certain attainments, have certain qualities and be free of certain faults and habits, with a view to weeding out candidates who the Church would consider unsuitable for the role to which they are aspiring be they either male or female. Suitability for the role of Presbyter and Local Church Leader (Bishop), is outlined in Holy scripture but is neither comprehensive nor essentially disqualifying on mere grounds of gender, but doubtless was deemed necessary by the church, at the time, in the circumstances, and in the age the advice was written.

In a general sense regarding that advice the church has a responsibility to see that it's clergy meet the standards required of them by the congreation of Christians they have cure of. "Feed My sheep", said Christ, not "Fleece My sheep".
