I would like to say that all conservative Anglican jurisdictions have a church-planting effort. On the other hand it must be added that it is a superbly austere effort that requires a lot of self-sacrifice. As well as all that, to plant a church you should be an ordained Anglican priest/presbyter. I would suggest you get connected with your bishop, and through him help out those church plants which have already been started.
